The Government Implementing Agency- General Authority for Education through the Project Implementation Unit (PIU) invites sealed Bids from eligible and qualified Bidders for the Procurement of Science and Engineering Equipment for the Mongolian University of Science and Technology (MUST), National University of Mongolia (NUM), and Mongolian University of Life Sciences (MULS). The Bidding consists of 8 packages.
Bidders are required to submit offers for all items in a package; failure to do so will render a bid non-responsive. Bids will be evaluated on a package basis; one contract per package will be awarded. Domestic preferences are not permitted.
The International Competitive Bidding will be conducted through procedures per the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Loan Agreement. The bidding procedures are based on the use of the Single Stage - Two Envelopes method and the bidders should submit the bidding documents with one (1) original and two (2) copies in 2 separate envelopes for a package, together with their electronic digital data at the same time. The technical bid containing the technical specifications, and the financial bid containing price information shall be submitted in separate envelopes. The bid shall be opened on the same day at 11:30 AM hours Ulaanbaatar time at the Government Implementing Agency- General Authority for Education office. Bidders or their authorized representatives may attend the bid opening. Bids received after the stipulated date and time will not be accepted under any circumstances.
A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the address below between the hours of 9:00 am to 12:00 noon or from 13:30 to 17:00 hours on the days from 22 March 2024 and upon

Key qualifications for bidders are:

1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) and the Japan Fund for the Joint Crediting Mechanism (JFJCM) toward the cost of "Improving Access to Health Services for Disadvantaged Groups Investment Program" – Tranche 1. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Ministry of Health (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Design and Build of Ground Source Heat Pump for Family Health Centers (“the Facilities”).
3. Open competitive bidding with International advertisement will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding.
· Historical Financial Performance:
Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (3) years (2020, 2021, and 2022) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
· Average Annual Construction Turnover:
Minimum average annual turnover of US$ 788,000.00 calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2020, 2021, and 2022).
· Financial Resources:
The Bidder must demonstrate that its financial resources, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the Subject Contract of US$ 98,000.00;
· Contracts of Similar Size and Nature:
Participation as a contractor, Joint Venture partner, or subcontractor, in at least one contract that has been satisfactorily or substantially completed within the last five (5) years (2018, 2019, 2020, 2021 and 2022) and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds US$ 473,000.00. The similarity of the Bidder’s participation shall be based on the ground source heat pumps.
· Experience in Key Activities
- Design experience of ground source heat pump (GSHP) system
- Experience in designing building utilities (both of electricity and mechanical design) at least 800 sq meters(m2)
- Experience in design, supply, installation and commissioning of the ground source heat pump with capacity 40kW
- Experience in conducting underground heat research
- Obtained ISO9001 quality management system

3. Bidding will be conducted through Competitive Bidding (CB) procedures, single-stage and two-envelope specified in the Guideline for Procurement under EDCF Loans, and is open to all eligible bidders that meet the following minimum qualification criteria .
- A Bidder, and all parties constituting the Bidder, shall have the nationality of the Republic of Korea or juridical person incorporated and registered therein.
- All pending litigation of a bidder in amount shall not represent more than Hundred percent (100%) of the bidder’s current net worth as resolved against the Bidder.
- Net worth of a bidder for the last three (3) fiscal years shall be positive.
- Average annual construction turnover of a bidder shall not be less than One Hundred Million US Dollars (US$100,000,000) for the last three (3) fiscal years.
- The bidder shall demonstrate the availability of any financial resource not less than Ten Million US Dollars (US$10,000,000) to meet the overall cash flow requirements.
- The bidder shall have experience under general building construction contracts in the role of a main contractor for the last Five (5) years from the issuing date of the Invitation for Bids.
- The bidder should have successfully completed as a main contractor in at least two (2) apartment-type housing contract for the last ten (10) years from the issuing date of the Invitation for Bids with a value not less than Seventy Million US Dollars (US$70,000,000) in or outside of its country of origin.
- The bidder should have successfully completed as a main contractor in at least two (2) apartment-type housing contract for the last ten (10) years from the issuing date of the Invitation for Bids, including the contract provided in the 7) above with gross floor area and number of housing units not less than Seventy Thousand square meters (70,000 m2) and Seven Hundred (700) units simultaneously in or outside of its country of origin.
- The bidder should have to demonstrate that it has the key (construction) equipment listed followings (Mixer Truck, Concrete Pump Car, Tower Crane, Dump Truck, Back Hoe, and Fork Lift). The details of requirement of equipment are specified in the Section III. Evaluation and Qualification Criteria.
4. Interested eligible Bidders may obtain further information from the Municipality of Ulaanbaatar and inspect the bidding documents at the address below from 1st of March 2024 to 19th of April 2024, from 09:00 to 17:00 hours (Ulaanbaatar time).
5. A complete set of bidding documents may be purchased by any interested Bidders on the submission of a written application to the address below (including e-mail) and upon payment of a nonrefundable fee of US$1000. The method of payment can be made in cash or remitted to a bank account below. Once the application is received and the payment is confirmed, the Employers will send out the bidding document to the bidder’s e-mail address stated in the application within 2 days from receipt of the payment. Brief Description of Works
- Engineering, Procurement and Construction of District Heating Systems (including centralized heating plants, heating distribution centers and primary pipeline from heating plants to distribution centers)
- O&M Support (including mobilization of engineers for O&M support after the completion of Project)
- Capacity Building (Foreign and Local Training)
- The Ministry of Finance has received (or where appropriate, “has applied for”) a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of 148,721,000 (One hundred forty eight million seven hundred twenty one thousand US dollars) toward the cost of Heating System Improvement Project of 10 Mongolian Province and intends to apply a portion of the proceeds of this loan to payments under the contract for Loan Agreement MON-14
- The Project Executing Agency now invites sealed bids from eligible bidders for Heating System Improvement Project for 10 Mongolian Province Centers. Project scope includes Engineering, Procurement and Construction of District Heating Systems (including centralized heating plants, heating distribution centers and primary pipeline from heating plants to distribution centers), O&M Support (including mobilization of engineers for O&M support after the completion of Project), Capacity Building (Foreign and Local Training).
- Bidding will be conducted through Competitive Bidding (CB) procedures specified in the Guideline for Procurement under EDCF Loans and is open to all eligible bidders that meet the following minimum qualification criteria. The Bidders shall be limited to those firms who are entitled eligible by Article 4.2 through 4.5 of the Instructions to Bidders in Section I of this SBD, and the Section III of this SBD provides the qualification criteria of the Bidders.
[Total budget]
Bidding Lot 4 total budget - US$ 13,228,000.
[Nationality of Entities]
The single entity or all the entities consisting of a Joint Venture who is (are) the Korean nationality holder(s) at the time of bidding shall be eligible for the bidding as per the requirements of the Loan Agreement.
[Pending Litigation]
All pending litigations of either a single entity or each member of the Joint Venture shall be treated as resolved against him, and so shall any entity in total exceeding more than fifty (50) percent of his net worth shall not be eligible for the bidding.
[Historical Financial Performance]
As a minimum, the net worth of an entity calculated as the difference between total assets and total liabilities shall be positive for the last three (3) years.
[Average Annual Construction Turnover]
The Average Annual Construction Turnover of an entity or entities combined shall be, at least, fifteen million US dollars (US$ 15,000,000) calculated as total certified payments received for contracts in progress or completed, within the last three (3) year from the bid invitation date. And, when a Joint Venture is made for the bidding, it shall be eligible for the bidding only if each member shall have, at least, twenty-five (25) percent of this amount, and, additionally, one member of whom shall have forty (40) percent of this amount as well.
[Financial Resources: Cash Flow Generation Capability]
The single entity Bidder shall demonstrate access to, or availability of financial resources such as the liquid assets of cash flow or something equivalent, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments, the amount of thirty percent (30%) of the Bidding Lot 4 total budget (US$13,228,000)
For the Bidder of a Joint Venture, all members jointly shall meet the above amount of cash flow generation capability, and each member shall be able to demonstrate the capability of forty percent (40%) of this amount individually, and additionally, at least, one member shall have the capability of sixty percent (60%) of this amount for the qualification.
[Specific Construction Experience]
Only either the single entity or all the entities combined having the track records of three (3) or more Energy Related Plant projects such as the power plants, oil & gas plants, and the heating plants with the distribution networks for district heat supply (except for waste incinerator only plants, water and waste water treatment plants) during the previous ten (10) years from the bid open date, his own portion of which the contract amount individually shall be equal to or exceed ten million US dollars (US$ 10,000,000) and, at least, one of which shall be equal to or exceed twelve million US dollars (US$ 12,000,000) is (are) eligible for the bidding.
[Construction Experience in Key Activities]
Either a single entity or all the entities of a Joint Venture combined shall have the following construction experience to be eligible for the bidding through the demonstration of the following construction experiences.
Each of the following requirements shall be met as the key activity in a single project.
- Erection of Heating Boiler (≥ 10Gcal/h)
- Installation of Oil & Gas or Steam or DH Network Pipelines Having the Diameter of ≥Φ150mm, Pressure of ≥16 bar.
- Steel Structural Plant Building Having Dimensions of ≥ (50mL x 30mW x 30mH)
- Interested eligible Bidders may obtain further information from Ministry of Energy (“Heating system Improvement Project of 10 Mongolian Province Centers” Project Implementation Unit) and inspect the bidding documents at the address below from 10 o’clock to 16 o’clock.

The Contractor replaces the shut-off valves at 11 points owned by "UBDH" SOE, including the reinstallation of 3 valves that will be dismantled at 2 points and connecting valves to the remote control and monitoring system (SCADA). Secondly, train and practice the client's employees.
As for the software and hardware of the remote-control system, the Contractor shall purchase and install. Software shall be a remote-control system software that tested in a centralized heating system of Mongolia or in a country with a similar climate. The works are expected to be completed within the warm months of the year due to the climate conditions of Mongolia.
