1. The The Ministry of Digital Development, Innovation and Communication has received financing from the World Bank toward the cost of the Smart Government II Project, P176631 and intends to apply part of the proceeds toward payments under the contract for the design, supply, and installation of a comprehensive information system aimed at enhancing the AI-enabled e-Procurement system upgrade of Mongolia.

2. The Ministry now invites sealed proposals from eligible Bidders for a software project for implementing, developing, and deploying a new public procurement system of Mongolia. This system will support transparent, efficient, and digitally driven procurement processes across government entities, aligning with international best practices and improving service delivery. Under the World Bank-financed Smart Government II Project, a new AI- and ML-enabled e-Procurement system will be developed and upgraded. The total duration of the contract is estimated to be 12 months, with a possible extension of deliverable deadlines.

3. The procurement process will be conducted through international competitive procurement using the Request for Proposals (RFP) method as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020), and is open to all eligible Proposers as defined in the Procurement Regulations.

4. Proposals will be evaluated in accordance with the evaluation procedures set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 % and for Bid cost: 30 %. All Proposers who have purchased the RFP documents will be notified of the exact date, time, and location or online meeting link for the Pre-Proposal Meeting via their registered email address within 15 Business Days from the publication date.

5. 6. The RFP documents in English may be purchased by interested eligible Proposers upon submission of a written application to the address below and payment of a non-refundable fee of USD 100 (or equivalent in MNT). The payment shall be made via bank transfer to the following account:

The bank transmittal slip should be submitted along with the written application to the Project Implementation Unit via email or in person. Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery.

7. Proposals must be delivered to the address below on or before 1500 hours on 10 December, 2025. Electronic submission is not permitted. Late proposals will be rejected. The outer envelopes marked “ORIGINAL PROPOSAL” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of Proposers’ representatives who choose to attend, at the address specified below at 1530 hours on the same day, 10 December, 2025. Envelopes marked “FINANCIAL PART” will remain sealed and held in the safe custody of the Purchaser until the second public opening.

8. All proposals must be accompanied by a Proposal Security of 13,500,000 MNT.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose the successful Proposer’s beneficial ownership information as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the RFP document.
