The Government of Mongolia has received financing from the Asian Development Bank (ADB), Green Climate Fund (GCF) and European Investment Bank (EIB) toward the cost of the Aimags and Soums Green Regional Development Investment Program (ASDIP). Part of this financing will be used for payments under the consulting service contract named above.
- Scope of work
A consulting firm will be engaged using the quality—and cost-based selection (QCBS) method and full technical proposal procedure, with a quality–cost ratio of 90:10. The consulting service is estimated to require a total of 1,220 person-months, comprising 104-months of international experts (56 for Key Experts and 48 for Non-Key Experts) and 1,116 person-months of national experts (332 for Key Experts and 784 for Non-Key Experts). The consulting service duration is estimated to be 48 months and may be extended if required.
The consultant firm shall have expertise and experience in:
- Architectural and detailed engineering design for housing, public and agricultural buildings, and social infrastructure, including sports complexes, multi-purpose buildings, dormitories, and suburban housing areas.
- Planning and detailed engineering design of municipal and inter-urban infrastructure, including municipal water supply, sewerage, wastewater collection and treatment, stormwater and drainage systems, district heating plants, electrical transmission and distribution systems, fiber-optic communications, and renewable energy integration.
- Detailed engineering design and development of agricultural and livestock management systems, including irrigation networks, disease-free facilities, veterinary laboratories, slaughterhouses, meat and vegetable processing and storage facilities, and suburban utility networks.
- Solid waste management alongside construction supervision of all the above infrastructure components to ensure compliance with project specifications and standards.
The consulting services will include, but will not necessarily be limited to, the services described in this terms of reference (TOR). Please refer to the detailed TOR uploaded in the ADB Consultant Management System (CMS).
- Detailed Tasks
All works under the investment program will be implemented to prioritize low-carbon, resilient, and energy-efficient technology appropriate for the cold climate conditions of Mongolia. The consultant shall carry out the tasks as arranged with the following six activities:
- Activity 1: Preparation of Comprehensive Detailed Engineering Design Documentation.
- Activity 2: Development of Detailed Engineering Designs and Tender Documents.
- Activity 3: Establishment and Management of Document Control Systems.
- Activity 4: Supervision and Quality Assurance of Construction Activities.
- Activity 5: Implementation of Comprehensive Risk Management Frameworks.
- Activity 6: Delivery of Training and Capacity-Building Programs.
