The Government of Mongolia has received financing from the Asian Development Bank (ADB), Green Climate Fund (GCF) and European Investment Bank (EIB) toward the cost of the Aimags and Soums Green Regional Development Investment Program (ASDIP). Part of this financing will be used for payments under the consulting service contract named above.

A. Scope of work

The objective of the consulting service is to support the ASDIP implementation through (i) updates of feasibility study and Output 1 investments identified by the TRTA in 2019; (ii) overall coordination, implementation, management and supervision support for all phases of the Program including financial management, procurement, project safeguards and due diligence, gender and social dimensions, community engagement and stakeholder’s communication, institutional strengthening and capacity building support, monitoring and evaluation, and reporting to the Government of Mongolia (GOM), ADB, GCF, and EIB and preparation for Tranche 2 &3; and (iii) institutional strengthening and support in the policy formulation and sector road map implementation.

A consulting firm will be engaged using the quality- and cost-based selection (QCBS) method and full technical proposal procedure, with a quality–cost ratio of 90:10, for an estimated 866 person-months (56 international and 810 national) of consulting services. The consulting services are expected to cover the whole implementation period of Tranche 1, i.e. 6 years.

The consulting firm shall have experience working in rural and urban development areas, project and program feasibility study development, and project management and/or similar relevant experience related to this TOR, of at least five (5) years.

The consulting services will include, but will not necessarily be limited to, the services described in this terms of reference (TOR). Please refer to the detailed TOR uploaded in the ADB Consultant Management System (CMS).

B. Detailed Tasks

The consultant shall carry out the tasks as arranged with the following three activities:

(1) Activity 1: Updates, preparation and technical assistance for implementation of Output 1 investments.

(2) Activity 2: Support to the PIU on overall implementation, coordination and management of the Program; and

(3) Activity 3: Institutional capacity enhancement and support in policy formulation and

sector road map implementation.
